In the state of New York plumbers must register with the Secretary of State to be licensed. All other New York licensing is regulated at the local level. Local government entities regulate the trade of plumbing as outlined in NYS General City Law, Article 4. In order to obtain a certificate of competency to conduct the trade or business of plumbing, one must pass the New York plumbers exam.
